Step-by-step guide to applying for a passport

  1. Next step: Get a color passport photo

    Please note: if your passport photo does not meet the requirements, you will not be able to apply for a passport. You will need to make a new appointment.

  2. Next steps: Gather documents

    • Please bring your old passports and ID cards, even if they have expired.
    • Do you have a guardian? You need your guardian’s permission to apply for a passport. Your guardian must write a letter stating that you are permitted to apply for a passport. Be sure to bring this letter with you.
  3. Next steps: Schedule an appointment

    Make an appointment to apply for your passport at a municipal service center. A municipal service center is a location where the municipality has an office.
    You can do this by clicking the “Make an appointment” button. Log in with DigiD.

    Are you unable to visit a public service location for medical reasons?
    The municipality can come to your home to assist you with your application. Call 14 010 or send an email to the municipality’s Mobile Assistance Team at vliegendebrigade@rotterdam.nl. Link opens an external page

  4. Next steps: Go to the appointment

    Please go to the public service location for your appointment.
    Please bring the following documents with you:

    • your passport photo
    • your passport and ID card
    • the consent of your guardian, if necessary

    Fingerprints will be taken during the appointment.
    Please make sure your fingers are clean.
